The Emergency Employment Program or Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) is one of the programs of The Department of Labor and Employment (DOLE). It is a community-based (municipality/barangay) package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed.
The eligible beneficiaries are the underemployed, self-employed and displaced marginalized workers who have lost their livelihood or whose earnings were affected due to the Enhanced Community Quarantine against COVID-19.

How to Apply
Interested applicants may proceed to Barangay Hall or the Public Employment Office and ask to be listed under TUPAD beneficiaries. There are no initial requirements when adding your name to the TUPAD list. Once you have been approved, the designated Barangay or LGU will submit the Requirements to the DOLE office.

Benefits
- Employment for 4 hours per day for 10 days
- Daily wage for 10 days equivalent to 100% of the highest minimum wage in the region
- Enrolment to group micro-insurance; and
- Basic Orientation on Safety and Health
