The Emergency Employment Program or Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) is one of the programs of The Department of Labor and Employment (DOLE). It is a community-based (municipality/barangay) package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum of 10 days up to a maximum of 90 days, continuous or otherwise, depending on the nature of the work to be performed.

The labor department warned the public against a widespread misinformation online that the agency’s TUPAD Program offers scholarship grants to students. They clarified that TUPAD is an emergency employment program for displaced workers, not a scholarship grant for students.
Qualifications
The eligible beneficiaries are:
- Underemployed
- Workers who have been dismissed or laid off because a business has permanently closed or undergone retrenchment
- Self-employed workers who have lost their livelihoods due to natural disasters or calamities, economic downturns, armed conflicts, or the seasonal nature of their jobs, including farmers and fishermen
The following are NOT eligible for the TUPAD Program:
- Beneficiaries of DOLE CAMP, DSWD AICS
- Agriculturists who received financial assistance from the Department of Agriculture
- Government workers
- Recipients of Local Government Unit benefits of Php 8,000 and or above
- Age 17 and below
Requirements
- TUPAD Work Program
- Letter of Intent
- List of beneficiaries
- Memorandum of Agreement or contract of service between DOLE and the Barangay/LGU
Note: The barangay or LGU must submit the above mentioned documents to DOLE.
How to Apply
Interested applicants may proceed to Barangay Hall or the Public Employment Office and ask to be listed under TUPAD beneficiaries. There are no initial requirements when adding your name to the TUPAD list.
The applications should be made possible by barangay captains, mayors, or other LGUs.
Once you have been approved, the designated Barangay or LGU will submit the Requirements to the DOLE Regional Office, Provincial Office, or Field Office that is closest to them.
Benefits
- Employment for 4 hours per day for 10 days
- Daily wage for 10 days equivalent to 100% of the highest minimum wage in the region
- Enrolment to group micro-insurance; and
- Basic Orientation on Safety and Health
